While you cannot technically "run" an Azure VM completely offline as it requires a connection to the Azure cloud to function, you can effectively perform offline repairs on an Azure VM by detaching its OS disk and attaching it to another VM to troubleshoot and fix issues without the original VM being online in the traditional sense; essentially, performing offline maintenance on the disk attached to a different running VM.
