Please describe the term (scouting ) as it pertains to Elk in Pa.
Mind you now, im 87 years old, and ive been a camp member in the area since the early 50s.
3 elk have been (scouted )on my property, all within the safety zone distance of our camp.

I can only speak to what it means to us at Hicks Run Outfitters. We scout for miles into wilderness territories on foot, looking for sign, animals and patterns. The PA Wilds is a huge area with a lot of rugged wilderness and we cater to the hunters that want that experience. Are there elk in yards and in town? Sure. We don't usually hunt there, and most of the animal population aren't found there. Exceptions are if we have access to private land with permission and hunters with limited mobility or health issues. There are certainly animals that have become habituated to human presence - again, we don't hunt there. Trevor's hunt in particular was memorable as it was the first time you could hunt bulls in late season. The patterns and locations in January are very different from the archery and regular seasons.
