We do see Shanks and Whitebeard affecting the skies when they clash on Whitebeards boat. Looks like a storm. Same for when Kaido transforms and moves. We see electricity and lightening when you concentrate your CH enough.

Why would garp wanted dragon to be an admiral? He hated the job being an admiral himself so he never wanted to be promoted and taking direct order from celestial dragon. Also, not all admirals is logia df user, fujitora is paramecia. Although wind logia df is interesting i think it's highly unlikely dragon is a logia. Most of the strongest characters in one piece world were never a logia. Roger (unlikely a df user), whitebeard, garp, rayleigh, shanks, kaido, and big mom are not. There's not many strong logia characters since new world. I think it would be more interesting if he's just like garp not a df user but one of the strongest out there

Dragon just has a tiny mouse in his pocket named triceratops who ate the wind fruit - it can create hurricanes and summon massive gusts of wind and call upon lightning, as long as Dragon feeds it extra chewy nibblets at dinner time. Its perfect for theatric entrances too...
I personally think that im-sama has the ground logia(that’s how he made the red line). also dragon’s air logia would represent freedom and im-sama’s ground logia would represent the grip the WG has over the one piece world.

I'm banking on it being a weather type logia devil fruit specifically storms cause storms in one piece are VERY varied and VERY dangerous. They wreck ships and sometimes can wipe out entire islands and they are one of the single most dangerous things to pirates because on air or sea or land a storm can hurt you no matter what you do.
Paramecia seems more likely for a devil fruit that controls something l cant see him turning into a cloud when someone tries to punch him lol (just an opinion l completely agree with ur points)

Cause I feel his devil fruit has SOMETHING to do with the wind or manipulation of air in some fashion. Like Tekking said he very likely has an awakened devil fruit and that gives him the ability to freely control the weather as he desires which also likely allows him to control wind and air in ways that make him especially dangerous.
What about 'Pressure-Pressure no Mi' like ability to control pressure around. That explains the storm and how he blew luffy to merry and the lightning bolt can be manipulated by pressure. That is the most legit explanation to me but it comes down to that is there really a possibility for such a fruit to exist?

Wouldn't Quetzalcoatl be the "Dragon-Dragon Fruit Model: Feather" or something similar? I do remember Zoan Fruits having Models, so there can be essentially multiple Dragon-Dragon fruit users at a time, just each time a different dragon.

One theory that had always stuck with me is that maybe the 'weather control' power could be an extension of conquerors haki, like a stage 2/3 development akin to the observation haki gaining better future foresight and prediction. If you notice in a few instances of clashes with high level pirates throughout the series (Roger, Shanks, Whitebeard, Kaido, Dragon), when they face off or display presence it seems as though the intensity begins to split the atmosphere or clouds, storms brew and it causes the seas to roar. Also, with the release of the new PW4 game, kaido's dragon form is able to drop lightning, large hail, wind etc. which could very well simply be hype moves, but seems oddly specific to the effects that are seen several times previously, just to a greater extent. I mean, pirate king has to conquer the seas right, would be handy if they could control the weather.
I read somewhere that a theory is his devil fruit is an ancient zoan type"legendary Thunderbird fruit" which makes sense, he does look a little native American, and thunderbirds are part of their beliefs and often apart of their totem poles.
TRUE I read that too, I research that thunderbird and it was belief a powerful spirit in the form of a bird, lightening was believed to flash from its break, and the beating of its wings was thought to represent the rolling thunder. The clouds grow dark as a figure in the sky approaches with impressive speed. The bright feathers of this enormous winged creature make for a stark contrast in the sky. Many claim that these myths are simply symbolism that is used to explain natural weather phenomenon. I think dragon have highly likely to have mythical Thunderbird zoan fruit.
I firmly believe that Dragon didn’t have anything to do with the lightning saving Luffy at the execution platform from Buggy. He did save him from smoker and maybe made that burst of wind.
@@Broockle A lot of luffys encounters are lucky. Thats the direction the story has always taken. Luffy always knows the right people, always in the right place, always gets the right help when needed. For example when Akainu burned through jinbe and luffy and was about to kill both of them, not only does coby jump in front and prolong akainu but shanks does as well which stops akainu from killing luffy. Another example when luffy ran out of haki in gear fourth against doflamingo it just so happened that he had all his friends to help him FOR 10 MINUTES to regain his haki and defeat doflamingo. This is just the way one piece is. Either those destined to be come something and are gifted by fate are the ones who reach the top or those who work the hardest and outdo what fate says reach the top as well. Luffy is obviously the first one being dragons son, garps grandson, ace's sworn brother who is also the son of the king of the pirates. Luffy's always been exactly where he needed to be to gain the edge

That is something we as readers can engage with and it's Awesome. But if a random lightning strike originating from no one's will saved Luffy then where is the thematic connection? That would just be terrible.

I’d like to think Dragon has an awakened version of a wind Logia. The idea that a lot of people have with awakened Logia’s is that they can permanently change landscapes or use their powers over larger areas. When Dragon showed up in Loguetown there was that giant green gust of wind and all of a sudden Dragon showed up out of NOWHERE to protect Luffy from Smoker. The biggest thing to me is how suddenly Dragon showed up, and actually the colour of the wind. Dragon is often shown wearing a dark green cloak, and he was obviously wearing the same thing at Loguetown. Yeah of course it could just be a coincidence or an anime decision, but the fact that the wind was of all colours green makes me think Dragon for sure had something to do with it. What if Dragon has the Mizu-Mizu-No-Mi? Water is essentially one of the core ingredients for almost any weather conditions. It would also explain why he's so feared in the first place. He essentially has a devil fruit with no natural weakness. He might still be able to swim, and if not he could just walk on and breath under water.

Shyan Tyrrell i would say that hes got a bounty on him. Robin first got her first bounty as a kid just because shes from ohara. It doesnt make sense for someone like Dragon to not have a bounty considering he is going against the world government.

I have a question about Dragon, actually. If dragon is the most wanted man in the world, why isn’t the WG as determined to wipe out his bloodline as they were Gol D. Roger’s? Considering the fact that Dragon’s crimes are directly against the WG, one would think that his crimes would be blasphemous enough to warrant a similar response, yet despite knowing full well that Garp is his father, they don’t seem to be holding it against him. Garp intended for Luffy to become a marine, which presumably would have required identifying him as Dragon’s son, but that didn’t seem to be a concern. And yet it’s Roger that was considered so dangerous that the WG couldn’t risk his lineage continuing. So determined were they that they sought out and I believe killed any women that could potentially been impregnated by him prior to his death. The WG considered Ace’s very existence a crime. And yet nothing like this has happened to Dragon, who is directly attacking the WG. Why? I suppose that Roger might have been more dangerous, due to being more famous, based on the fact that Luffy didn’t know who he was, but that could just be Luffy’s typical ignorance. I believe that the rest of the crew knew who Dragon was. One could also argue that Garp’s status in the Marines makes him untouchable, but that seems a bit thin.
Actually, I have a simple argument for why they take more exception to Rogers bloodline then dragons. Roger FOUND raftel. This means he not only had a way to read the poneglyffs, but he likely learned the truth. All of it. And they didn't want to chance who Roger told, including his baby mama and son.(not sure if they were married) could also have told Tom, hence why he was targeted also. Dragon is a threat to the WGs authority, but he doesn't have access to the real history, which is likely what is the real threat to there power.

Crocus is likely at reverse mountain because he is hiding, (navy has tech that lets them bypass the calm belt, and have permission to cross the red line. Shanks, while he never went, was likely hunted down, until he got strong enough to be able to bargain with the gorosei, especially when they were certain he didn't know anything. Buggy, they admitted to not realizing was part of Rogers crew.i admit, I lack an argument for that one, aside from the fact they likely made him a warlord after realizing who he was, because he didn't know anything, and they could keep an eye on him. As far as whitebeard goes, he was already a priority, even without the knowledge. I wouldn't be surprised if the risk of him possibly having been told is part of what made his bounty as high as it was. You know, aside from all the other badass parts of whitebeard. Honestly, your assesment is right, that these people would be higher priority the the kid and wife. But there is one other fact. Kid and wife are "soft targets". Targets that are easy to go after and likely not going to deplete forces taking out. Like trying to take on whitebeard, or Raleigh.
But that could also be said of Luffy, pre time skip. They could have targeted him for his relationship to a wanted criminal. Hell, I believe it’s established that by “Absolute Justice” even having a pirate relative or children playing pirates is considered a crime. Yet they specifically sought out Roger’s unborn child/ren, his bloodline, when they haven’t bothered with the “most wanted man in the world”. I think there was something about Roger specifically that they feared he would pass on to children. Something beyond a devil fruit, or powerful haki. Something that Dragon isn’t known to have. Maybe it’s related to his ability to “hear the voices of all things” or whatever it’s called. Something we, the readers, know Luffy has, but the Marines don’t.
There's actually a running theory that he has a Zoan fruit related to the Native American folklore of a Thunderbird. I think it holds water, but we'll see what it really is eventually

Are we not gonna talk about how busted a Wind Wind Fruit is in a world where the main transportation is _sailing_ ships? The revolutionary ships would never need to rely on favorable winds and he could screw over literally anyone, marine or pirate, who was trying to come after him.
lightning bolts are attracted to good conductors, and high points, which is why lightning rods work. So, using the wind (which creates storms and lightning) Dragon made the storm clouds form above Luffy and Buggy, and at the time Buggy was at the highest point, and then was a big open square in front of them so they were more by themselves, and he was holding a sword straight up into the air, becoming a perfect lightning rod. So Dragon used his knowledge and fruit to 'make' the lightning strike precisely there, and maybe knows that the Monkey family tends to have pretty good luck But, I like to think that Luffy just got lucky and fate smiled on him with the lightning bolt, and so Dragon decided to trust fate and stop Smoker from interrupting
I saw a very cool theory that says dragon has the best zoan which is some native American bird that can control the weather. His tattoos are also like traditional native American tattoos and in the end blackbeard will get his devil fruit cuz he wants the best of all types. He has the best paramecia and logia right now

I'm not a meteorologist, but something I learned is lightning flows down the air like water, anywhere with a low pressure will lead it down. Maybe he can do that with the wind and lead static from the clouds down to him. Wouldn't be hard for him to guide it down in that case

There is the ocean all around the world, there are ships that carry people all around the ocean, there is the sky that changes the ocean with the wind. There are three ancient weapons Poseidon, Pluton and Uranus. Poseidon to control the most powerful creatures of the sea, Pluton to have the ultimate way of sailing the sea and the Uranus which purpose is yet unkown, but carrying the name which translates as "sky". And there is a mysterious major character, who is called "the most wanted man in the world", who is somehow connected to some ancient things by having some sort of tribal tatoo on his face and who seems to appear only when something is actively happening with the sky.

Also the ancient weapon as we know could be anything, so nothing stops Uranus from being devil fruit or something like this, it also would be very cool because it makes it even harder to collect all ancient weapons( Poseidon only could be born in certain time, and Pluton requires a lot of skill to build).
I really do think it's just the Wind Logia. We have seen almost every other element except for wind, and we know how stupidly strong a Wind Logia would be, especially in the One Piece world where weather is a factor in power scaling - I'd also argue a Wind Logia has to exist. Why? Look at nearly every Japanese power fantasy (games, anime, stories, manga) featuring "elemental" powers. Wind is an element in each one. A primary one. And wind is always very strong. This should not be given to a random character, and we know most of the strongest characters' powers. It's been saved, and hinted at all this time, because it's Dragon's. Every time we've seen Dragon, the weather is bad, but what do we see in the forefront? Intense, prominent gusts of green wind. This is different than the Haki storms we've seen. Really take a look at Loguetown and look at how fucking windy it is, or whenever Dragon is in frame what the background sound effects are, like when Sabo is crying alone after they're about to burn down the ghetto in an alleyway and Dragon just appears. Wind very clearly could effect, control, decide the weather and create thunderstorms with tactical planning - which we know Dragon is very capable of. Who knows, maybe someone else has does have the Wind Logia who we haven't seen yet, or maybe it doesn't have to exist - but I'm really going to go out on a limb here and say, there's a fucking Jacket fruit in One Piece, there's probably going to be a Wind Logia. I'm sure Dragon has more up his sleeve beyond the Wind fruit, though, and I'm excited to see how Oda uses a Wind Logia. Lot's of different ways to do it - what we've seen has been the large scale environment sized effects, but we all have seen however many different uses for a wind power in anime. Wonder if there's a unique one that Oda will create that we've never seen?
@Ben Hakim he is still underrated because his true power was not yet reveal but im sure if Oda reveal his true power that would be a hype to the OP community. Also the fact that the whole revolutionary army was alive and no scratch or wounds in their body against black bear is indeed a prove that he is team is powerful.
I always believed from day one that he has the logia wind fruit. The Kaze Kaze no mi specifically. I can see why Oda hasn't shown us a water element logia Devil fruit, but when it comes to wind, it's one of the most basic elements that do exist. Heck there's even a swamp swamp logia fruit (mud isn't considered an element, at least in my opinion). And even with just wind you can still control the weather for the most part so it makes total sense. P.S: Don't forget Buggy was holding a sword (sharp, metal object) while being on the scaffold (high place) with big thunderclouds above him. Getting hit by a lightning isn't that surprising at that point.
Sam R Well I do believe it could also be a water paramecia/logia or cloud cloud fruit. But I think if Dragon has a wind df, it would be better symbolically, as it represent how he can change the direction collective individuals (air particles) and bring about a storm to the world government. Oda has been shown to cleverly give a devil fruit that fits a character, e.g BB's bottomless void of insatiable greed.
Storm storm fruit. He was an early character in the series when Oda thought it would be a short manga and storms would be an obvious OP fruit idea for the pirate world to incorporate.

Literally the only reasons I can think of why Katakuri was redconed into a "Special Paramecia" is 1. To make him superior to Luffy's regular paramecia. Just to fit the theme. 2. To keep the Devil Fruit awakenings of paramecia consistent. We have yet to see what an awakened Logia user can do and I think it's very likely that Oda has something very special in mind when he finally reveals what those are like. Doffy could turn the environment into Strings so Katakuri can also turn the environment into Mochi. Other than that, Katakuri's Mochimochi no Mi acts exactly like a Logia would. So I think Dragon is either a regular paramecia who can control weather like Storm from Xmen or he actually is a Wind Logia..... or he's Uranus xD I'm not sure we'll ever see another Special Paramecia. I think Oda created that out of necessity but maybe he'll find another use for that category.

Based on oda-sensei's naming sense that's a good fit (translation: kumo kumo no mi) though I think that having a kaze kaze no mi (wind fruit) would be better simply bcz the science adds up to some extent

Wind is air particles in motion, Dragon in this story is someone that moves air particles (collective individuals) to bring about a storm to the world government.
The idea of Dragon being a wind-based Logia would also tie into your video on Logia weaknesses. That kind of fruit would serve as a natural deterrent to both the Smoke-Smoke fruit and the Gas-Gas fruit. But at the same time it would be weak to the Flame-Flame fruit (wind carries flame). It would tie together pretty neatly.

Although wind logia df is interesting i think it's highly unlikely dragon is a logia. Most of the strongest characters in one piece world were never a logia. I'm banking on it being a weather type logia devil fruit specifically storms cause storms in one piece are VERY varied and VERY dangerous. They wreck ships and sometimes can wipe out entire islands and they are one of the single most dangerous things to pirates because on air or sea or land a storm can hurt you no matter what you do.
Paramecia seems more likely for a devil fruit that controls something l cant see him turning into a cloud when someone tries to punch him lol (just an opinion l completely agree with ur points)

One theory that had always stuck with me is that maybe the 'weather control' power could be an extension of conquerors haki, like a stage 2/3 development akin to the observation haki gaining better future foresight and prediction. If you notice in a few instances of clashes with high level pirates throughout the series (Roger, Shanks, Whitebeard, Kaido, Dragon), when they face off or display presence it seems as though the intensity begins to split the atmosphere or clouds, storms brew and it causes the seas to roar. Also, with the release of the new PW4 game, kaido's dragon form is able to drop lightning, large hail, wind etc. which could very well simply be hype moves, but seems oddly specific to the effects that are seen several times previously, just to a greater extent. I mean, pirate king has to conquer the seas right, would be handy if they could control the weather.

Luffy always knows the right people, always in the right place, always gets the right help when needed. For example when Akainu burned through jinbe and luffy and was about to kill both of them, not only does coby jump in front and prolong akainu but shanks does as well which stops akainu from killing luffy. Another example when luffy ran out of haki in gear fourth against doflamingo it just so happened that he had all his friends to help him FOR 10 MINUTES to regain his haki and defeat doflamingo. This is just the way one piece is. Either those destined to be come something and are gifted by fate are the ones who reach the top or those who work the hardest and outdo what fate says reach the top as well. Luffy is obviously the first one being dragons son, garps grandson, ace's sworn brother who is also the son of the king of the pirates. Luffy's always been exactly where he needed to be to gain the edge

I’d like to think Dragon has an awakened version of a wind Logia. The idea that a lot of people have with awakened Logia’s is that they can permanently change landscapes or use their powers over larger areas. When Dragon showed up in Loguetown there was that giant green gust of wind and all of a sudden Dragon showed up out of NOWHERE to protect Luffy from Smoker.
The biggest thing to me is how suddenly Dragon showed up, and actually the colour of the wind. Dragon is often shown wearing a dark green cloak, and he was obviously wearing the same thing at Loguetown. Yeah of course it could just be a coincidence or an anime decision, but the fact that the wind was of all colours green makes me think Dragon for sure had something to do with it.

What if Dragon has the Mizu-Mizu-No-Mi? Water is essentially one of the core ingredients for almost any weather conditions. It would also explain why he's so feared in the first place. He essentially has a devil fruit with no natural weakness. He might still be able to swim, and if not he could just walk on and breath under water.
Wind and water, both an important element of the weather system, I can see both explaining the lighting occurence so I like your idea 👍.

I have a question about Dragon, actually. If dragon is the most wanted man in the world, why isn’t the WG as determined to wipe out his bloodline as they were Gol D. Roger’s?
Considering the fact that Dragon’s crimes are directly against the WG, one would think that his crimes would be blasphemous enough to warrant a similar response, yet despite knowing full well that Garp is his father, they don’t seem to be holding it against him. Garp intended for Luffy to become a marine, which presumably would have required identifying him as Dragon’s son, but that didn’t seem to be a concern.
And yet it’s Roger that was considered so dangerous that the WG couldn’t risk his lineage continuing. So determined were they that they sought out and I believe killed any women that could potentially been impregnated by him prior to his death. The WG considered Ace’s very existence a crime.
And yet nothing like this has happened to Dragon, who is directly attacking the WG. Why?
I suppose that Roger might have been more dangerous, due to being more famous, based on the fact that Luffy didn’t know who he was, but that could just be Luffy’s typical ignorance. I believe that the rest of the crew knew who Dragon was.
One could also argue that Garp’s status in the Marines makes him untouchable, but that seems a bit thin.

Actually, I have a simple argument for why they take more exception to Rogers bloodline then dragons.
Roger FOUND raftel. This means he not only had a way to read the poneglyffs, but he likely learned the truth. All of it. And they didn't want to chance who Roger told, including his baby mama and son.(not sure if they were married) could also have told Tom, hence why he was targeted also.
Dragon is a threat to the WGs authority, but he doesn't have access to the real history, which is likely what is the real threat to there power.
Krvys That would make any member of his crew an even higher priority than Roger’s unborn children. Hell, he could have told Whitebeard. In fact he offered to.

Shanks, while he never went, was likely hunted down, until he got strong enough to be able to bargain with the gorosei, especially when they were certain he didn't know anything.
Buggy, they admitted to not realizing was part of Rogers crew.i admit, I lack an argument for that one, aside from the fact they likely made him a warlord after realizing who he was, because he didn't know anything, and they could keep an eye on him.
As far as whitebeard goes, he was already a priority, even without the knowledge. I wouldn't be surprised if the risk of him possibly having been told is part of what made his bounty as high as it was. You know, aside from all the other badass parts of whitebeard.
Honestly, your assesment is right, that these people would be higher priority the the kid and wife. But there is one other fact. Kid and wife are "soft targets". Targets that are easy to go after and likely not going to deplete forces taking out. Like trying to take on whitebeard, or Raleigh.
But that could also be said of Luffy, pre time skip. They could have targeted him for his relationship to a wanted criminal. Hell, I believe it’s established that by “Absolute Justice” even having a pirate relative or children playing pirates is considered a crime. Yet they specifically sought out Roger’s unborn child/ren, his bloodline, when they haven’t bothered with the “most wanted man in the world”.
I think there was something about Roger specifically that they feared he would pass on to children. Something beyond a devil fruit, or powerful haki. Something that Dragon isn’t known to have. Maybe it’s related to his ability to “hear the voices of all things” or whatever it’s called. Something we, the readers, know Luffy has, but the Marines don’t.
There's actually a running theory that he has a Zoan fruit related to the Native American folklore of a Thunderbird. I think it holds water, but we'll see what it really is eventually

So, using the wind (which creates storms and lightning) Dragon made the storm clouds form above Luffy and Buggy, and at the time Buggy was at the highest point, and then was a big open square in front of them so they were more by themselves, and he was holding a sword straight up into the air, becoming a perfect lightning rod. So Dragon used his knowledge and fruit to 'make' the lightning strike precisely there, and maybe knows that the Monkey family tends to have pretty good luck
But, I like to think that Luffy just got lucky and fate smiled on him with the lightning bolt, and so Dragon decided to trust fate and stop Smoker from interrupting

I'm not a meteorologist, but something I learned is lightning flows down the air like water, anywhere with a low pressure will lead it down. Maybe he can do that with the wind and lead static from the clouds down to him. Wouldn't be hard for him to guide it down in that case

There is the ocean all around the world, there are ships that carry people all around the ocean, there is the sky that changes the ocean with the wind.
There are three ancient weapons Poseidon, Pluton and Uranus. Poseidon to control the most powerful creatures of the sea, Pluton to have the ultimate way of sailing the sea and the Uranus which purpose is yet unkown, but carrying the name which translates as "sky".
And there is a mysterious major character, who is called "the most wanted man in the world", who is somehow connected to some ancient things by having some sort of tribal tatoo on his face and who seems to appear only when something is actively happening with the sky.

Also the ancient weapon as we know could be anything, so nothing stops Uranus from being devil fruit or something like this, it also would be very cool because it makes it even harder to collect all ancient weapons( Poseidon only could be born in certain time, and Pluton requires a lot of skill to build).
I really do think it's just the Wind Logia. We have seen almost every other element except for wind, and we know how stupidly strong a Wind Logia would be, especially in the One Piece world where weather is a factor in power scaling - I'd also argue a Wind Logia has to exist. Why? Look at nearly every Japanese power fantasy (games, anime, stories, manga) featuring "elemental" powers. Wind is an element in each one. A primary one. And wind is always very strong. This should not be given to a random character, and we know most of the strongest characters' powers. It's been saved, and hinted at all this time, because it's Dragon's.
Every time we've seen Dragon, the weather is bad, but what do we see in the forefront? Intense, prominent gusts of green wind. This is different than the Haki storms we've seen. Really take a look at Loguetown and look at how fucking windy it is, or whenever Dragon is in frame what the background sound effects are, like when Sabo is crying alone after they're about to burn down the ghetto in an alleyway and Dragon just appears.
Wind very clearly could effect, control, decide the weather and create thunderstorms with tactical planning - which we know Dragon is very capable of. Who knows, maybe someone else has does have the Wind Logia who we haven't seen yet, or maybe it doesn't have to exist - but I'm really going to go out on a limb here and say, there's a fucking Jacket fruit in One Piece, there's probably going to be a Wind Logia.
I'm sure Dragon has more up his sleeve beyond the Wind fruit, though, and I'm excited to see how Oda uses a Wind Logia. Lot's of different ways to do it - what we've seen has been the large scale environment sized effects, but we all have seen however many different uses for a wind power in anime. Wonder if there's a unique one that Oda will create that we've never seen?
@Ben Hakim he is still underrated because his true power was not yet reveal but im sure if Oda reveal his true power that would be a hype to the OP community. Also the fact that the whole revolutionary army was alive and no scratch or wounds in their body against black bear is indeed a prove that he is team is powerful.
I always believed from day one that he has the logia wind fruit. The Kaze Kaze no mi specifically. I can see why Oda hasn't shown us a water element logia Devil fruit, but when it comes to wind, it's one of the most basic elements that do exist. Heck there's even a swamp swamp logia fruit (mud isn't considered an element, at least in my opinion). And even with just wind you can still control the weather for the most part so it makes total sense.
P.S: Don't forget Buggy was holding a sword (sharp, metal object) while being on the scaffold (high place) with big thunderclouds above him. Getting hit by a lightning isn't that surprising at that point.

Oda has been shown to cleverly give a devil fruit that fits a character, e.g BB's bottomless void of insatiable greed.

Storm storm fruit. He was an early character in the series when Oda thought it would be a short manga and storms would be an obvious OP fruit idea for the pirate world to incorporate.

Literally the only reasons I can think of why Katakuri was redconed into a "Special Paramecia" is
1. To make him superior to Luffy's regular paramecia. Just to fit the theme.
2. To keep the Devil Fruit awakenings of paramecia consistent.
We have yet to see what an awakened Logia user can do and I think it's very likely that Oda has something very special in mind when he finally reveals what those are like.
Doffy could turn the environment into Strings so Katakuri can also turn the environment into Mochi. Other than that, Katakuri's Mochimochi no Mi acts exactly like a Logia would.
So I think Dragon is either a regular paramecia who can control weather like Storm from Xmen or he actually is a Wind Logia..... or he's Uranus xD
I'm not sure we'll ever see another Special Paramecia. I think Oda created that out of necessity but maybe he'll find another use for that category.

the only reason i say special paramecia for dragon is because he is the rev. leader. if his haki is extremely powerful as we anticpate, then he would sort of need a reason to use it. for example swordsmen use haki into their blades, luffy uses it in his body, sabo uses it compadably with his meramera-no mi etc.
so to have the “mother nature “ fruit, he would use it with his earthly shattering abilities.

While answering your comment I got stuck at the thought if Dragon were a Paramecia with Storm from Xmen like abilities.
What would the awakening of that be like? Can he turn his environment into weather? That makes no sense. Maybe he just has a larger radius over his weather manipulation powers, kinda like Law when he trains with the Opeope no Mi he could make his room larger than before.
You can't really give all Paramecias the same awakening constrictions since their powers are so diverse. Maybe Opeope no Mi and Dragon's weather fruit just increase their range of influence when you train with them.
For example what would the Jacketjacket no Mi's awakening be like? Or if the Kirokiro no Mi awakened would it basically give you the same power as Fujitora's Zushizushi no mi?
I hope Oda will explore that at least a little bit. Cause it is fun to think about.

Based on oda-sensei's naming sense that's a good fit (translation: kumo kumo no mi) though I think that having a kaze kaze no mi (wind fruit) would be better simply bcz the science adds up to some extent

Wind is air particles in motion, Dragon in this story is someone that moves air particles (collective individuals) to bring about a storm to the world government.

The idea of Dragon being a wind-based Logia would also tie into your video on Logia weaknesses. That kind of fruit would serve as a natural deterrent to both the Smoke-Smoke fruit and the Gas-Gas fruit. But at the same time it would be weak to the Flame-Flame fruit (wind carries flame). It would tie together pretty neatly.
