This song is based on a true story. While filming the movie 'Juice', Tupac read about Brenda's story in a newspaper article and it moved him so much that he decided to write a song about it.
He thought the story would make headlines and when he only saw that article about it. He wouldnt believe it. I think he decided to write this song to draw more attention to it

They didn't want a song about a child that gets molested by cousin, sells drugs and then herself for money, does drugs, throws her child In a trash can and eventually gets murdered. He was clearly affected by the story in the newspaper but other people didn't seem to care. In the music video someone even says that it's not thier problem(Brenda) and 2pac tries to explain how it is and how it affect the whole community. I think he wrote this song to get more attention to that specific story and overall that if someone just cared or tried to help her. Things would have ended differently for her.

I ..as a white female grew up much like him here in Detroit. It actually surprises me that people don't know what it's like to not eat right.. have a single mother on welfare.. have no dad. Anyway, it inspired him to be an activist and advocate for his community, so yes many of his songs are about his environment. It's not pretty but it's important to bring these things to light and in 2018 in many ways things have either stayed the same or gotten worse, not better.
