When the creators said Miguel is the top fighter, I think that they meant he is the Karate kid or the best fighter of the era, not necessarily better than Robby and Hawk in s3. I don’t think any of the creators scale or check the background fighters so I am 100% sure if u ask them who is better between s3 Miguel and s3 Hawk, they would probably say s3 Hawk
One thing you're wrong about is that your ranking on Sam is based on unbalanced Sam. Balanced Sam should be in A tier (probably lower of the A tier) due to her being balanced

Edit: Johnny was only able to counter (pressure points) as he was Parapared and was mostly training for the krane kick and any special moves that daniel might throw at him in Sez 4. Johnny doesn't know who chozen is in Sez 3 and thus wouldn't know anything of chozens fighting style and technique, johnny would be surprised to see chozen going both Myagi-do offensively and defensively and if needed would use the pressure point which since johnny isn't prepared or expecting special moves from chozen would lose and thus chozen is the winner.
I think the only reason Johnny was able to counter the PP was due to Daniel not using it correctly. Johnny actually switched to defense and counter it.
Daniel did use the technique correctly, Johnny just countered it before he could attack the other arm, and Johnny didn’t necessarily rely on miyagi do to counter the pressure points technique since he used an eagle fang takedown on Daniel
