Gameplay is more important because it's your only way of interacting with the world. It's what makes video games video games instead of movies. If a game has a gone-with-the-wind level story but the gameplay is half-assed, then it's no fun to interact with as a player. You become too frustrated to appreciate the story. It's like having a great book, but to turn the page of the book you have to do some combination of arbitrary and poorly designed grueling tasks.

For example, the first game of The Witcher was a little bit odd in terms of gameplay; combat was really about timing your clicks to finish combos and stuff, and bossfights were really just enemies you had to pop tons of potions for and hope you time your clicks. Compared to Assassin of Kings and The Wild Hunt, it was a little strange and really came a long way since. But it's story was every bit as quality as the other two games, and still keeps fans abuzz as to characters and hidden secrets in the game
I typically get a better experience from gameplay since I'm a big story/character guy, but I'm less likely to replay them, like The Last of Us. I don't really need to replay that. Skyrim or Call of Duty (obviously the first has more story than the latter, but they're equally unimportant to me) are worlds I sit in more though and games I've spent far more hours playing because the gameplay is fun, whether it's just exploring a really big world or fucking around on multiplayer. The reason TLoU doesn't hold up for 100+ hours of gameplay is the same reason you aren't mind fucked every time you play Bioshock. You played it, got your rocks off from the story and it's over. You can't relive a twist when you already know it's coming and reading the same story gets old.

I think it depends on the game really. 3 of my favorite games from the last generation were Metal Gear Rising, Nier and Dark Souls. Nier had pretty mediocre gameplay, but a great story. Metal Gear Rising had a retarded story but ton notch gameplay and Dark Souls had a really vague story and brutal, slow punishing gameplay. They all try to do different things and excel at them in very different ways. The thing that does connect all 3 though is great atmospheres and sound/music even though they all do music and atmosphere completely different from each other. Nier is melancholy and somber, Dark Souls is isolated and deserted and Metal Gear Rising is loud and ridiculous. They all try to do different things and do them extremely well.
