i actually think it's a running low key joke in larry david's stuff, this and seinfeld, how many random coincidences happen for dramatic effect. like how seinfeld would randomly bump into the same person twice in New York City within a week, etc. or in this show how Wanda Sykes just happens to be around every time Larry does something that COULD be ACCIDENTALLY mistaken for being racist.
This is a fantastically funny scene, really well performed. Larry often pushes the satire of stereotypes quite far and they always result in hilariously awkward situations.

South Korea actually just made the production/sale of dog meat completely illegal countrywide at the start of this year (2024), though it was barely practiced at all the last decade and had seen a big decline in the last few decades. I might've been more accepted in older generations, but in modern times, it's not common at all - a recent poll showed close to 90% of Koreans don't eat dog meat, so it's definitely more a niche thing. Seems like it was always controversial, as even in back during their monarchy/dynasty days in the 12th to 19th centuries they were considering banning it, as the authorities saw dogs as human companions, so just like in the "West" people found eating them as perverse.
