I think what Poseidon is trying to say with “Ruthlessness is mercy upon ourselves” is as you said. Poseidon is ruthless to his enemies (Ody in this case) to keep anyone from trying to mess with him or his kin (the Cyclops) in the future. He cares about Polyphemus to an extent I think, but it’s mainly about his reputation to him, his reputation as a god not to be messed with. I don’t believe Poseidon would’ve taken an apology from Ody even if he had made a genuine one. You’re correct that it’s certainly a twisted philosophy, but also that Polites’ “Open Arms” philosophy hasn’t been helping as much as Ody would like either, and how it’s these two ideologies Ody struggles with throughout the musical! :) Ruthlessness is definitely my favorite of this saga!
