Dr Hurt should be #1 imo. He was the entire reason Gotham is so messed up since it became the prison of a demon he summoned. He was also a potential avatar of Darkseid.

Good thing Damian Wayne aka Robin and Colin Wilkes aka Abuse stopped him saved the rest of the other kids that survived. Scarecrow is also one of the most evil. And he was responsible for kidnapping and tormenting and giving 10 year old Colin Wilkes fear toxin and also some of Bane’s venom. He’s the reason why Colin became a superhero and mini version of Hulk.
Because the Red Skulls a natural facial deformity; and Jane Doe looks like a victim of Hush who survived and went mad in the process. Not to mention...there are far bigger comparisons with other characters in both Marvel & DC that it’s not even worth calling out that they’re copies of the other, anymore.

This is a great list, with some villains i never heard of before. But for me its always sad, that only DC & Marvel characters are getting the biggest attention, when there are other comic series who most of the time are staying under the radar of everyone. For example "The Darkness aka Jackie Estacado", who even appeared in a crossover with Batman, who couldn't defeat him.
According the DC Wiki the mainline version in the Prime universe is indeed stated by canon to be 6'5. I had to look it up because it also blew my mind. I thought he was a lot shorter to because he's not the kind of character you generally picture and physically large and imposing like Batman himself.
I find that scarecrow can have way more lethality than the joker, because once you know their fears, you can exploit them to force them to either kill themselves or others... and so did rocksteady, because in the akram knight he actually bought Arkham to its knees and then (almost) made it unable to sustain society or life.
Penguin is definitely in my opinion one of the lesser evils, he’s a crime boss yeah but he isn’t a psychotic serial killer, although Dr. Strange is really bad considering all his experiments on people and what not.

I agreed with all of the list but I don't think I would put the Joker as the number one most evil. Maybe its just because I agree with his philosophies, but I feel like he commits his crimes to prove a point, whereas the other villains on this list commit heinous acts of violence for the sake of appreciating the suffering of their victims or to get rich off of other people's suffering. Bane is evil but not as evil. He became a member of the Secret Six and he saved a little girl from other bad guys and he told her parents that the Batman saved the girl. Even though Bane did it.

Whodve thought the Injusticeverse version of Damien or the Heretic weren't the worst versions of Batman's assassin since childhood brat wonder son?
I mean, the Riddler killed Kiteman's son to get Batman's attention. It was all part of some elaborate riddle which drove Batman to try and kill him with a machete. That's pretty fucked up.

Who is most evil Batman villains? I'll go you one better, why most evil villains? I've seen stories in which folks try to blame Batman, and make him the source of Gotham's criminal vermin. Personally I think it's something about Gotham. And Joker of course being number one? He's evil, he's a murderer, but he's also insane. I think I could make a case for several of the other members on this list being more "evil." For example: Lazlo Valentin (Professor Pyg): I recognize he's also said to be "insane," but he doesn't just kill, mutilate, and torture, he also robs people of their free agency.
