Your right cold climates are not good for miscanthus grass, I do belive you can accomplish the same thing using thickly planted RC BigRock switchgrass.
That happened as a result of several ice storms taking the top leader branches off, you could trim off the top of yours and they will bush out. Good luck & thanks for asking.

How do you get them cedar trees to grow outward and not straight up?
