I know this area well, as I live not far from Oak Park, so this tale is extra interesting for me. I agree that although deer swim in this area to this day, the creature would not have been a deer; deer do not chase dolphins, and anyway, a deer's ears really stand out in the online videos of deer swimming in the ocean; those huge ears would not have been overlooked. A sea lion comes to mind, because of all the seals it has the most snake-like head; the Antarctic species is "grey" with a"mottled back"; and they are known to follow dolphins, who will lead them to fish. And while they are rare in New South Wales waters, they have been seen in Auckland in recent years, and there is a video in Wikipedia of an Australian seal lion (different species) filmed swimming only 2 miles north of Oak Park. The real sticking point is the "8 ft neck" rising "like a pole", no sea lion could do that; so I'll give this round to the sea serpent.
