Mercedes had an engine way better than everyone's. Then they started spending 100's of millions a year on rear suspension dampers that were designed perfectly for each track. Everything else on the car was average. Pit stops and strategy were average too. Mercedes needs to learn how to be humble. Instead of pretending that they should be at the top. Mercedes appear (to the outside viewer) to have been the team most affected by the cost cap. Maybe they got too used to 'spend, spend, spend' , and as a result probably were 'carrying' staff that added minimal value. I think they're now focusing on the new engine rules (why change them again?) as their great new hope. Although the team has the same name, it's hard to know which key staff have left since the 'glory days'. On a separate issue, i wish the cars would get smaller and lighter again, after all the 'eco' credentials of F1 will never amount to anything with all the flying they do....not sure Toto is the right guy to build the team back up.
The arrogance and contempt toward other teams displayed by Toto Wolf in Drive to Survive sums it all best. It makes me smile to see the Merecedes F1 team fall from grace.
Towards the end yes, but at first it was track specific because of the flexi wings and high rake from Red Bull. Then Bottas took 3000 engine penalties and Merc came up with the gigaboosted last engine for Hamilton.

I dont think Lewis is washed at all, but hes clearly not motivated. Give him a car he enjoys driving, and he will be back. Just like Daniel getting back in the RB19 last year and putting up better times than Checo. Russell is a bit crash prone, but hes also pushing way harder than Lewis so its predictable. If he was crashing like this in a legit title fight, then you would be correct.
