C-39's Incident Report: "On Thursday, October 3, 2024, at approximately 2:47 P.M., I, Corporal Todd Harris, was patrolling SH 18, near SH 119 when I observed a tan SUV traveling westbound at a high rate of speed. I activated my radar and received a reading of 90- miles per hour in a posted 60- miles per hour. I turned around on the vehicle and initiated my emergency lights and siren in an attempt to conduct a traffic stop on the suspect vehicle. The vehicle then accelerated to higher speeds and continued westbound. The vehicle continued westbound using the center turn lane and opposing traffic lanes to gain distance with myself. At speeds of 130 mph, I was able to maintain a visual on the fleeing vehicle for approximately 3/4 of a mile, but could not safely gain distance to get a closer look at the vehicle or the number of occupants inside. The vehicle continued westbound still using the center turn lane and oncoming lanes to further his distance from me. On two separate occasions, vehicles moved into my lane forcing me to drastically reduce speed only adding to the distance between myself and the suspect vehicle. After losing sight of the vehicle in a long curve near Lake City, I was able to see that the vehicle was using the center turn lane because of the dust trail left between the eastbound and westbound traffic lanes. The supporting agencies and Trooper Tanner Seal, who had taken position on the westside of Lake City, advised that the vehicle had not passed them. Thinking that the vehicle turned from the roadway onto a side street, I advised that I no longer had sight of the vehicle and was ceasing the high speed through the high traffic volume. I turned to attempt to locate the vehicle in or around the area of Lake City when Trooper Tyler Drum located the vehicle, still westbound on SH 18, near the east side of Jonesboro, at a high rate of speed. Trooper Drum then took over as the primary unit in the pursuit and was able to successfully perform a Tactical Vehicle Intervention, ending the pursuit. Trooper rum and the suspect vehicle left the roadway as a result of the TVI. The suspect, identified as Rashun Garry, exited his vehicle and began to flee on foot. Garry was apprehended a short time later and was taken into custody without further incident. Trp. Drum was transported to St. Benard’s Medical Center in Jonesboro with facial lacerations and was later released. Garry was transported for minor injuries and precautionary reasons to St. Benard’s Medical Center as well, but was later released and transported to the Craighead County Detention Center."

I've got family who got hit head on by someone like the person in the SUV and they were almost killed had the man who hit my family had been stopped it would've kept people in my family out of the hospital for a lengthy stay. I think auo-plate readers should be used to issue HUGE tickets by mail to morons who don't move to the right when an emergency vehicle is behind them with lights flashing and sirens blaring. I mean HUGE tickets.

BTW she ran, and witnesses ran her down, and made her return to the accident. She was charged for reckless driving, and leaving the scene of a accident. Her insurance paid all the damages. Unless you've "been there, done that," please cut Harris some slack. He was in a Tahoe, which tops out a good 20 mph slower than a Charger, and neither brakes, handles, nor stops like one.
I have definitely been there done that. I know Cpl. Harris my dad was his Patrol Sgt. when he was a Deputy, so I’m definitely sure he had his reasons for doing things the way he did.

I swear I heard the perp complaining about damage to his vehicle after the TVI. That is about par for the course, then the stupid I can't breathe BS. I'm glad Trp. Drum stopped him before he got into town. Speedy recovery wishes to Trp. Drum.
It aggravates me, too. He was overweight, just ran, and had been driving 120+ mph. It was absolutely an adrenaline and anxiety rush. Anyone would have been breathing hard after all of that.
he was just trying to start his shift at the Butterball warehouse, the contact was good but the brakes locked up just enough to change the trajectory +10 degrees, not easy to recover from that while goin 120 mph, but he made a good effort and didn't plow into anybody's house
Healing prayers for Trooper Drum as he recovers! Trooper Harris must have been in a Tahoe or an Explorer with not being able to reach speeds above 125 MPH and how slow it was to regain speed after slowing down in the curves. Never saw the really bad traffic that he was talking about, but good grief at the vehicles and the motorcycle that either wouldn’t move over or pulled out in front of him! Regardless, thank you for your service!
I hope this officer makes a speedy recovery and I do appreciate the sacrifice he made. But when he said that traffic kinda held him up, I had to rewind to see that traffic. I think he meant to say, the complete lack of traffic has made him second guess the reality that there was no traffic.

I'm FN stupid. Best saying ever. No doubt, you're not very bright. Sad to see another capable police pursuit vehicle... gone. How this pursuit began is the future of law enforcements ability to catch and end pursuits. The anemic SUVS just don't cut.
This guy has no clue and I think he is a coward. He has made many false statements regarding the traffic flow and he said a motorcycle pulled out in front of him and it didn’t. He was never able to give a description of the vehicle though he was the initial contact. He should retire.
Educational moment - for those not familiar with how cotton is grown, watch the fields on either side of the roadway. The fields that look white are cotton fields ready to be harvested. The cotton is picked by large machinery and loaded into big trailers and taken to cotton gins to be baled into huge round bales before being sent for processing. Cotton is a very versitile crop which is often woven into fabric. Cottonseed oil is used in salad dressings and margarine, cottonseed is used in animal feeds. Cotton is also used to make high quality paper (used in US currency) as well as plastics, explosives and fuel. During cotton harvest there are always little tufts of white along the shoulder of the roadways where the cotton bolls (look like large cotton balls) have drifted around and caught in the grass on the edge of the road. Here in the South, cotton harvest is a sure sign that Fall weather us near..
Maybe Cpl. Harris could have, or should have caught him and ended the pursuit. Age may take away a little bit of nerve and want to, and undoubtedly slows a persons reaction time. Age also gives you some wisdom. If you look at the time of day, it is within minutes of the time most schools dismiss in Arkansas. I feel like that played into both his anger with the situation and his caution. That experience and wisdom is probably exactly what those younger troopers need in a sgt.
The biggest factor in Trooper Harris not catching the suspect was the fact that he wasn't driving a Charger like the trooper who quickly caught up and PITted the suspect vehicle. Not all ASP vehicles have the same performance.
Trooper Harris needs a faster car and not overreact so much when someone pulls out 800ft in front of him. Trooper Drum - dude that was a hell of a ride. All the best in your recovery.
Haven't seen anyone discussing the exigent circumstances that led to the initiation of the TVI at that moment. Only 20 seconds before, Trp. Drum witnessed the suspect driving into oncoming traffic at 120+mph and perceived a credible threat to the lives of another officer and the motoring public. He decided the threat was intolerable and courageously performed a TVI as soon as he could close the final bit of distance to the suspect vehicle. Of course it's not ideal that Trp. Drum suffered a rollover, but his conspicuous display of gallantry and intrepidity is commendable.
I thought the same. I thought he'd been a good trooper in his prime but needs to retire...........until I researched him. He's already been dismissed for assaulting an arrestee on 8th August 2024 He let his 'side' down here [this video] and it probably wasn't picked up and acted upon - is my guess / opinion

I admire Arkansas Troopers, but the Trooper who initiated this pursuit needs to go back to driving school. He couldn't catch him for MILES. Yet another Trooper caught him within 2 mil3s. The original Trooper slowed his pursuit at various times for no reason.
Of course the suspect Rashun is injured, you can tell by the way he ran off. I don't buy that he has a hard time sitting in the back of a patrol car, he's probably been there several times. Kudos to the judge who called him 'a danger to the public' and had him held on a $75,000 cash only bond. On a side note... suspended license, no insurance; shocking

Since it was minor facial lacerations and he was released a couple hours later I'm 100% sure he'll be fine.

It aggravates me, too. He was overweight, just ran, and had been driving 120+ mph. It was absolutely an adrenaline and anxiety rush. Anyone would have been breathing hard after all of that.

he was just trying to start his shift at the Butterball warehouse, the contact was good but the brakes locked up just enough to change the trajectory +10 degrees, not easy to recover from that while goin 120 mph, but he made a good effort and didn't plow into anybody's house

Healing prayers for Trooper Drum as he recovers!
Trooper Harris must have been in a Tahoe or an Explorer with not being able to reach speeds above 125 MPH and how slow it was to regain speed after slowing down in the curves. Never saw the really bad traffic that he was talking about, but good grief at the vehicles and the motorcycle that either wouldn’t move over or pulled out in front of him! Regardless, thank you for your service!
It was a Tahoe. I believe their top speed is 130, and acceleration isn't good either compared to a Charger.
He was in a Tahoe. The Explorer I had with the county would do 150mph my current Tahoe 124mph.
I hope this officer makes a speedy recovery and I do appreciate the sacrifice he made. But when he said that traffic kinda held him up, I had to rewind to see that traffic. I think he meant to say, the complete lack of traffic has made him second guess the reality that there was no traffic.

Sad to see another capable police pursuit vehicle... gone. How this pursuit began is the future of law enforcements ability to catch and end pursuits. The anemic SUVS just don't cut.

This guy has no clue and I think he is a coward. He has made many false statements regarding the traffic flow and he said a motorcycle pulled out in front of him and it didn’t. He was never able to give a description of the vehicle though he was the initial contact. He should retire.
Educational moment - for those not familiar with how cotton is grown, watch the fields on either side of the roadway. The fields that look white are cotton fields ready to be harvested. The cotton is picked by large machinery and loaded into big trailers and taken to cotton gins to be baled into huge round bales before being sent for processing. Cotton is a very versitile crop which is often woven into fabric. Cottonseed oil is used in salad dressings and margarine, cottonseed is used in animal feeds. Cotton is also used to make high quality paper (used in US currency) as well as plastics, explosives and fuel.
During cotton harvest there are always little tufts of white along the shoulder of the roadways where the cotton bolls (look like large cotton balls) have drifted around and caught in the grass on the edge of the road. Here in the South, cotton harvest is a sure sign that Fall weather us near..

Maybe Cpl. Harris could have, or should have caught him and ended the pursuit. Age may take away a little bit of nerve and want to, and undoubtedly slows a persons reaction time. Age also gives you some wisdom. If you look at the time of day, it is within minutes of the time most schools dismiss in Arkansas. I feel like that played into both his anger with the situation and his caution. That experience and wisdom is probably exactly what those younger troopers need in a sgt.
Coincidentally, Corporal Harris was promoted to Sergeant in the days after this pursuit. He is now E-5.
The biggest factor in Trooper Harris not catching the suspect was the fact that he wasn't driving a Charger like the trooper who quickly caught up and PITted the suspect vehicle. Not all ASP vehicles have the same performance.

There are times when discretion is the better part of valor. I am glad that the officer was not injured badly.
Haven't seen anyone discussing the exigent circumstances that led to the initiation of the TVI at that moment. Only 20 seconds before, Trp. Drum witnessed the suspect driving into oncoming traffic at 120+mph and perceived a credible threat to the lives of another officer and the motoring public. He decided the threat was intolerable and courageously performed a TVI as soon as he could close the final bit of distance to the suspect vehicle. Of course it's not ideal that Trp. Drum suffered a rollover, but his conspicuous display of gallantry and intrepidity is commendable.
Trooper Harris needs to retire, no way was traffic to heavy.

I admire Arkansas Troopers, but the Trooper who initiated this pursuit needs to go back to driving school. He couldn't catch him for MILES. Yet another Trooper caught him within 2 mil3s. The original Trooper slowed his pursuit at various times for no reason.
Of course the suspect Rashun is injured, you can tell by the way he ran off. I don't buy that he has a hard time sitting in the back of a patrol car, he's probably been there several times. Kudos to the judge who called him 'a danger to the public' and had him held on a $75,000 cash only bond. On a side note... suspended license, no insurance; shocking
