It's just that the Windows XP OOBE required a minimum screen resolution of 800×600, but due to missing graphics drivers, it was running at 640×480 and wasn't able to launch the setup. I know, I did try it with 32-bit Tablet PC Edition 2005 on a Samsung Q1 some years back.
