Vũng Tàu is also close to Núi Đất where the Aussies were based during the war. Nearby you also have the Long Phước tunnels; a bit less touristy than the Củ Chi tunnels. Agree with you had the lamb at bellys its good but a place called dw's was my favourite, the sunday roast was great and curry night was excellent too moved to near front beach a few months ago from same street as bellys .
We think Vias Hotel is a great place to stay, it's on back beach which is best for a relaxing break. If you want to party or spend more time eating and drinking out we recommend you stay somewhere near Belly's Waterhole. It's true. I'd say Vung Tau is good for 'beach vibes', not the actual beach!
It also depends on the season, at different times it is cleaner. Back beach is also much better than front beach.

Yes, a lot are married to locals or own a business. I think it's probably the most famous place to retire in Vietnam.
