what if you publish the same plr ebook as someone else even if it has a different cover, wont amazon flag it because it contains the same interior as someone elses?

Should we change written conntent inside of downloaded plr book before to sell amazon?
You don’t have to. But the decision to do so would be a personal preference and must adhere to the contract you have for that book.

Exactly. Only if you want to change the inside, and it aligns with the permissions the author gave you.
