I believe Lex took this as a personal insult. He's Supes rival. The man who clashes with the boy in blue repeatedly and has come the closest to killing him consistently without cosmic powers. He was also insulted that Batman was put in the consideration and not him, but also proud that a regular human, like himself, would be the best in the consideration on who could beat Supes.

Reminds me of Robotnick talking about Sonic in Frontiers. He fascinates and drives him, antagonizes him with his very existence, but theres a deep seeded respect underneath the hatred.
It kind of plays into that idea of respecting your enemy and even admiring them. Because a fool that blindly hates and sees the rival as something lesser will always underestimate them. The villains that pay attention and understand the heroes personally are the dangerous ones.
