Holmes does not have contact with the player on the way down, there's no force from him, the problem is a coming together of 3 players and the ball-carrier's leg snagging on Holmes underneath him as he's tackled.
I'd be interested to watch the officiation review speech that NRL puts out on this one. Looks like even with a slo-mo video they got it wrong.
For the record: Holmes is one of my all-time favourite players but I'm reporting what the visuals suggest. Otherwise solid game by Cowboys and some great tries by Holmes.

Reminds me a bit of mam last year. Tackled a Parra player and was swung around in the process and landed on his legs… it was at best an accidental hip drop, but got time. Haas did a worse one but escaped.

Tom Dearden pushed Holmes, that was not a hip drop tackle. TMO is smoking some good stuff up there
Nah mate was a hip drop .. lost his feet and came down on the legs. Dearden impacted after that. You need to open you bias eye too.
