What if we expand this and say that his Girlfriend... was Peg. After breaking up with Pete, she finds confort in goofs arm... but it's not to last and she takes Pete back... however the deed is done and 9 months later she has twins (PJ and Max) Goof not wanting to hurt Pete decided to move away for a bit... dropping out of school and finishing through the mail.
My theory is this: Goofy moved away when Max was very young because his wife died in a tragic accident/serious sickness shortly after Max was born, and he had a very ungoofy breakdown over it, to the point that noone would dare risk bringing it back up otherwise he'd might have a full-blown meltdown again. But he still visited the area from time to time, got involved in local events. Took Max along. Maybe thinking about moving back to the community he loved so much. Then, when Max was a bit older and Goofy felt secure about himself, he decided to move back and have a fresh start, Max not really remembering much since he only really visited the place maybe once or twice a year as a very young child. Pete's a mean spirited perfectionalist idiot, but he does care about his family deep down, I think a lot of scorn he has is just jealously because of how close Max and Goofy are and he struggles to get so close to PJ because they are so far removed from each other.

They really dropped the ball with An Extremely Goofy Movie. Totally could have addressed the mom situation there. Especially with Goofy getting a love interest who isn't the mom. Would have loved a version of that movie where they build on the previous movie's character development instead of reusing a lot of the previous story, changing the setting, and adding skateboards.

(Born and childhood around 50s , disco college years/young adult in 70s , married and got his first son Max at 80s , raising Max as a single parent at mid 90s , sent Max to college around 2000)
On the contrary, I think it may be possible to take traits that set Max apart from his dad (both physical and personal) and use those traits to surmise who Max's mother may have been.

The problem with a Goof Troop reboot that'd allow for a Mrs Goof in a similar aspect to Della is...Della existed in comics which the newer Duck Tales drew from quite a bit (right down to her having been lost in space). Max's mother has nothing like that. I think the easiest way to answer this would be to go to Disneyland and ask a Goofy performer who Max's mom is and then infer something based on their actions.
Either Max was somehow a clone of Goofy or his mom is either (A.) Dead. (B.) A dead-beat who left the family (which would explain where Max gets his attitude from...)). Or (C.) The mother is actually a character from, not Disney, but either from Warner Bros., Hanna Barbra or other animation competitors.

OMG I loved the Goof Troop so much a few months ago! I wanted to figure out who Max's mother was so much that I just made a design for her so I could think about other things. She had a backstory too, she just walked off during a camping trip and most likely died of starvation in the middle of the woods.
Back in the day it was expected for the father to smoke cigars at the bar with his friends to celebrate while the mother went to the hospital to enjoy the gift of unbearable agony alone. So the idea of Pete not going to the hospital isn't too far out there.

Still think the "GG" era is canon, Goof just cleaned himself up temporarily because his wife wanted him to be like that. You missed the possibility that Goofy and "Ms. Goofy" might've have Max out of wedlock and she died in childbirth before they could get married (perhaps they were intending to marry after the fact). There's also the possibility that Goofy was a sperm donor for quick and easy cash, the mother wrote his name on the birth certificate and died shortly after birth without any relatives, leaving Goofy the only one who could legally raise him. In fact, the second idea leaves even more reason for Goofy to not have any photos of Max's mom: he literally didn't know her.
Have you actually watched Cinderella? The glass slipper was literally MADE specifically for her by the fairly godmother and then she accidentally leaves it behind at the royal ball where the Prince finds it.
Goofy and Clarabelle had actually been depicted as love interests since the 1950's in the comics, and as far back as 1934's Orphan Benefit it was implied that Goofy had a thing for her as he and Horace fought over her. The problem with a Goof Troop reboot that'd allow for a Mrs Goof in a similar aspect to Della is...Della existed in comics which the newer Duck Tales drew from quite a bit (right down to her having been lost in space). Max's mother has nothing like that. I think the easiest way to answer this would be to go to Disneyland and ask a Goofy performer who Max's mom is and then infer something based on their actions.

OMG I loved the Goof Troop so much a few months ago! I wanted to figure out who Max's mother was so much that I just made a design for her so I could think about other things. She had a backstory too, she just walked off during a camping trip and most likely died of starvation in the middle of the woods.
Back in the day it was expected for the father to smoke cigars at the bar with his friends to celebrate while the mother went to the hospital to enjoy the gift of unbearable agony alone.
So the idea of Pete not going to the hospital isn't too far out there.

You missed the possibility that Goofy and "Ms. Goofy" might've have Max out of wedlock and she died in childbirth before they could get married (perhaps they were intending to marry after the fact). There's also the possibility that Goofy was a sperm donor for quick and easy cash, the mother wrote his name on the birth certificate and died shortly after birth without any relatives, leaving Goofy the only one who could legally raise him. In fact, the second idea leaves even more reason for Goofy to not have any photos of Max's mom: he literally didn't know her.

Goofy and Clarabelle had actually been depicted as love interests since the 1950's in the comics, and as far back as 1934's Orphan Benefit it was implied that Goofy had a thing for her as he and Horace fought over her. It's also worth noting that you're completely forgetting about Glory-Bee, Goofy's love interest in the comics during the 1960's/1970's
