    Around 11:41 AM on March 10, 2023, officers with the Hoboken Police Department were dispatched to Blue Ribbon Wine & Liquor based on a report of a disorderly female who had stolen a bottle of Meiomi Cabernet wine and smashed the bottle into the window of a store front. The bottle of wine was valued at $29.95 and the damages to the window were estimated at $450 to $600. Upon arrival, the officers made contact with a store clerk. The store clerk described the alleged perpetrator as a white female wearing a pink shirt and blue jeans. Around 12:21 PM, Officer Cuevas located a woman matching this description and informed dispatch before making contact with the suspect.
    The suspect would later be identified as 36-year-old Jessica Rosewall. Officer Cuevas asked Jessica to tell him what happened, but she denied going to a liquor store or stealing a bottle of wine. As he attempted to gather information, Jessica continued yelling at Officer Cuevas. About 3 minutes after making contact, 2 other officers arrived on scene to assist.
    Based on her behavior and the witness account of what happened, Jessica was placed under and transported to police HQ. At police HQ, she was searched by a female detective. Jessica was initially charged with Shoplifting (2C:20-11) and Criminal Mischief (2C:17-3). After she threw a cup of water on the fingerprint and photo machine, she was charged with a second count of Criminal Mischief in violation of 2C:17-3.

The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.

    Iv known her since pre k. She was the most loving outgoing kind hearted spirit i know. All of this didnt start happening up until 5 ot so years ago. Breaks my heart. I love you jess. Get well and use the help orovided for you to stay well.

      It’s very sad. I’ve seen you comment on a couple of these videos of her. I wish she would take advantage of the resources offered to her. I don’t think it’s dřųġ related either, like others have implied or said. I truly think it’s all mental, and she desperately needs someone to make decisions for her in regard to her own health & welfare because she clearly isn’t capable of doing so for herself.

      @@kerstieamiya4880 Yeah, I don’t understand why people like this are just left to their own devices. They clearly aren’t capable of making the necessary choices for their own lives. Instead of wasting tax payers’ money on them going in & out of jail through a revolving door, I wish they would bring back more institutions for people with mental & emotional issues like this who could actually benefit from the help. This shouldn’t be put on police to take care of because they aren’t equipped to deal with it in the first place.

      This makes my heart break. I wish you both well and I hope that she gets the care that she truly deserves and needs. Some people are deserving of jail, but she's not one of them from what you say. Mental issues are beyond her control and she needs help. I hope that someone can make it happen for her.

      It’s believe it or not sometimes just an antibiotic or certain medicine can you give somebody a manic episode even if we never had it before cause mental illness it’s very sad I pray that she gets the help she needs

    The funding for mental hospitals has been cut for years. The mentally Ill wind up in prisons. It just gets worse and worse.

      And most of them will NOT go willingly. We would need laws where they are forced in because most of them will not stay. The statistics on addiction and the homeless is around 95 percent !!

      We need stricter laws in most states though as many of them only involuntarily commit when they are considered a danger to themselves or someone else.

    This makes me so sad, this is the first time she has been this violent with her language and it's getting worse. I don't know where she goes in-between these arrests, but it doesn't look like she is getting the help she needs.

    It’s just sad. We’ve got mentally ill people everywhere and they don’t get any help. That’s just sad. We can send millions to other countries but this poor lady can’t get any help

      Not mentally ill. Either people that were spoiled rotten as children and never told no, and now there are adults and out of control. Or people that are drug addicts and just come off as mentally ill when you see them act out. The lies just flow off their tongue so easily and the threats that their daddy is gonna beat up the cops basically are criminal in themselves. I love that they just immediately start off giving commands to the police officers as if the officers must follow everything they say. It's not mental, it's either drug-addicted to illusion. Or just the way they were raised delusionally

      None of them allowed any medical assistance and they cannot be forced.

      Usually, they dont want the help. They will medicate while in the hospital, but once on their own, they stop.
      She is a classic example of "not taking meds" consistantly.

    The courts need to help her. She is not well mentally. Is it alcohol drugs or more serious issues. It’s not fair on her it’s not fair on the public. Police are professionals but the system seems to be broken for her

    She needs to be admitted into a mental health facility. I really hope they didn't just throw her back out onto the streets. She is a danger to herself & everyone she comes in contact with. If she was stable on the proper meds she would probably be a decent Gal. Schizophrenia is no joke! I am gonna pray for her!

    I work in healthcare the problem is most ppl do NOT take the meds that they need they prefer to self medicate n stay in a cycle there is help out there but most ppl dnt follow thru n stay on course it is very sad that the system is broken but when so many patients dnt care then the medical system stop caring..🤷

    They really need to stop putting public housing in the middle of cities. Like why can't they just be way out in the sticks or on some island somwehere? Seattle crime and drug use always appears right next to where there's public housing, and it's all over the city.

    Nous avons la chance en France, d'avoir accès aux soins gratuits, y compris pour les personnes qui migrent dans notre pays. Les soins de psychiatrie sont pris très au sérieux et qui que vous soyez. J'avoue que c'est un grand privilège.

      Les sans abri sont aidés par diverses associations à but non lucratif qui leurs sert de la nourriture la nuit. Des centres d'accueil sont ouverts pour qu'ils puissent dormir au chaud, prendre une douche et manger. Mais certains ne veulent pas d'aide et personne ne peut les forcer

    What an act! She has learned that if she spouts off nonsense during an arrest that she will get pity In court and get a lesser sentence. Either that or she's fried her brain on abuse of alcohol and/or drugs. Another completely innocent, Never done anything wrong in her life, never been told no, young person who has now grown up completely outbof control but who rules the world. The way she starts off by giving commands to the officers that they had better follow is just a sign of her level of delusion. Not mental illness though.

    we had places for people like this, but they were all closed because the conditions in some were deemed unfit. they operated on small budgets, and when people began making a fuss, states just shut them down, and decided to let people deal with if theyre going to complain. this is the outcome

    ah hoboken. a place that tries so very hard to not give off that "jersey shithole" vibe, but doesn't quite make it. anyone that's spent time there knows exactly what i'm talking about. WAY more homeless ppl than anywhere i've ever been in manhattan or brooklyn, most of the restaurants are garbage, (especially that pizza place from part 3, just disgusting) the entire town shuts down at 11pm, there's always road closures for some reason or another every single day. and as a big big bonus, every time it rains for more than a few hours the whole damn town floods like a tsunami just hit. even if i was homeless, i'd like to think i could do a lot better than hoboken.
