Those lights in Rovaniemi wasn't Aurora's. There was ice chrystals in air that reflects streetlights and so on. Rare happening though. Aurora's moving all the time..
This usually happens when it's very cold weather and there is tiny ice crystals in the air. Halo effect? It is very beautiful. Sometimes light beams goes far up in the sky.

You saw a type of halo effect called 'light pillars'. Those can be seen in or near towns on a cold winter's night.
