I used to run the cameras for city council meetings and there were a few recurring characters like this that would show up every time. They'd have the same kind of disjointed, overly personal rants and I'd have to duck behind the camera to hide my laughing just like that old man did. I guarantee that this is not the first nor the last time she's delivered that speech.
