Any actual Cummins branch can do it- our labor rate is pretty high, but worth every dollar if you don't feel comfortable doing it yourself. Will probably run you around 20 grand installed including the cost of the R2.8, and if you don't require any extra surprise parts along the way. We work on older pre-emissions dodge pickups as well. One of my favorite customers is a kid who inherited a 91 3/4 ton dodge with an old 12 valve. We just reset the overhead in it, sounds like it just rolled off the assembly line.

As long as it meets emission standards pre-1999, you should be fine.(Except CA) For the adapter plate, its not a modification that will void emissions; instead of modifying here its an adaptation that will meet standards.

You are really a huge and strong company, your scale is amazing. BUT, you are trying to win on the production of hydrogen, and not on the very principle of its production. I was able to develop a generator that produces gas many times more (9 watts per 100 milliliters) and, most importantly, by studying the process of making gas, I found the conditions for the operation of waves to produce gas, you can see in my profile. The main thing is that such a generator is already capable of torturing itself, I would have a cell and I would continue to conduct my tests. I also plan to further develop a generator capable of generating electricity and gas.
