I really enjoy this rabbi’s teaching. I sew a lot and have collected many patterns over the years. One reason for this, is to be able to combine components of various patterns, to create modest styles that cover the arms 3/4 length and skirts that are at least three inches below the knee when seated. This enables me to make classic clothing according to my tastes, but still creating modest apparel. Sewing keeps costs down as well, and enables me to sew items that are comfortable, without being either baggy or tight and binding. I’m a huge fan of the retro looks from the 1950’s, and ADORE hats! Being modest does not mean having to be sloppy, to have the look of a 1960’s hippy commune girl who wears socks in her Birkenstock sandals, nor does it have to mean looking like our chassidic grandmother. One can make fabric adaptations to the classic styles, without compromising modesty or virtue. This rabbi seems quite to point.

The Talmud also said that קול באשה ערוה. Many hold that this doesn't literary mean that a woman's voice (singing) is prohibited, rather that the song should be modest and sincere. There are many historical biblical documentations showing women singing in front of men. Miriam the Prophet after the miracle of the Dead Sea, Devora the Prophet after her victory with Barak. When David returned from his battle with Goliath, all the women of the city came out dancing and singing. All the technicalities and focus on the minutiae are absurd. A woman's immodesty comes from within. A woman can dress extremely modest, but when she acts inappropriately, then what good is her attire...?
Just because you can have a woman dress like an ultra orthodox Jew, but be a total whore, doesn't mean a woman can walk around naked because she's modest 'on the inside'. Part of being modest on the inside is expressing that on the outside.

I think he meant that women should wear clothes, but what they wear shouldn't be a direct expression of their behaviour. i don't think i agree with his opinion. I think the rabbi was right in this video: a woman dressing "according to the fashion trends" is nothing more than a slave to others, and vain on top of that. In fact i think she's too vain to see she's a slave to the society she lives in.
The prohibition of Kol Isha is rabbinical. Torah tells us to listen to our sages. So thus, since Talmudic times, we are permanently forbidden to listen to a woman singing
As far as I know the statement "שוק אשה ערוה" does not mean that it should be covered in public. It only means that it is forbidden to recite Shema and to prayer against it. If you have a source in Gemara saying the opposite please share.
In a nutshell the Rav states that: The skirt must cover the calf muscle since that is the plain and simple translation of what the Gemara states." שוק באשה ערוה". And שוק means "calf". Besides this, it is also plain logic that this area is an attractive part of a women's body, so logic dictates that it needs to be covered as part of tzniut.
This is strictly Rabbinic, the Torah has no such measurement. As the Rabbi said the thigh is more sensual, so It seems that the society or cultural standard was the guiding force as well as what was practical for movement.
I wear sweat paints now , when l lived in Fla l wore the shortest shorts. May be God punished me. I was raised to use sexuality, to advantage and survival. The culture is very much there. Men want nude photos all the time sent by phone.
Women should be provided for and protected by a man. When they are they will not be flaunting themselves for survival, using desperate attempts. When a man acts correct it will help women immensely.

There is at least one Chassidic sect (although they also have some very questionable minhagim) whose women wear something very like the niqab.
