I'd like to do this on light weight woven fabric for a planting area. We'll have the fabric folded over several times and hemmed. However, we'd like to install the shock cord clips in grommets rather than simply through holes in the fabric. Is this possible? If so, what different grommet sizes would work?

No, the shock cord cover clips must be installed through a hole in the fabric and not into a grommet. Sorry.
