We are never told the exact number of ships lost in the Dominion War or even the Battle of Sector 001 for that matter. I could see Picard and La Forge issuing orders to pull older ships out of moth ball yards to build up the evacuation fleet for Romulus and honestly I think its the only way that the rest of Starfleet and the UFP would agree to help the Romulans, send old out of date ships that are being put back in service by the synths on Mars so resources and man power isn't being taken away from rebuilding the actual fleet and attempting to get it back to pre Dominion War numbers.

It now serves as the Tier 6 ship for my main character on my account, who I complete events with and such. I really love the appearance of the vessel. It's a very sleek design, that gives a fast attack ship vibe. And being a battlecruiser means I've got a ship that takes a bit more of a beating then some of the escort and pilot vessels my other characters use, but can move better and hit harder then the cruisers other characters have. While I certainly have other ships I really like, I'll always come back to my USS Constellation.

They basically did what the Klingons have been doing forever now. Taking a old space frame, gutting it of antiquated components and filling it with modern components resulting basically a new ship class looking like the old. it saves money for Klingons (and film studios) and it shouldnt be surprising to see Starfleet finally doing the same.
Now to be fair. In beta Canon they are still building Miranda class ships even as late as the era prior to and during the Dominion War. The ships Sisko was posted to before his Tenure at DS9 had a Miranda built as it's replacement, and named after it as well.
The question I'd like answered the most is 'what is the Romulan Free State, and how does it differ from the Romulan Star Empire?' Also, 'where are the Remans?'
Isn't it kinda funny that several hundred years in the future most of their classes and ships are named after things that fit into a specifically 20th and 21st century reference pool?
I never thought of that. Funny but now I actually recall in the pilot episode of Discovery two ships whose names stand out to me. One being the U.S.S. Ta’Planahath (butchered the spelling) being named after a Vulcan philosopher, and the U.S.S. Shran which was clearly named after the 22nd century Andorian captain.
It's a graceful ship design. The Shepard is too but it has some bits that bug me. The Gagarin solves them. It's also one of the more powerful ships in the game imo. Better than the Vengeance.
