Yet there is so much crime in NY & London, perhaps cameras are not the entire reason for the low crime rate in China. Alleviation of poverty, perhaps ?

in japanese , the FOUR（四） can also be pronounced as like "si/し", exactly like the DEATH（死）, not only "yon".
japanese numerals have two sets of reading, one is original, one is from ancient Chinese.
take FOUR as example, "yon" is original, "si" is kinda chinese.
The readings for 死（death）in both systems sound very similar: sinu/si
