I don't think the clip of Pius XI is from the Habemus Papum announcement because he came out in the tiara. This looks like it was a clip from after his coronation Mass. Popes don't wear any head gear for their first appearance. In still an historic clip.

They had a Catholic priest on to help explain what was going on, and in the clip, after Cardinal Felice says "Karolum" you can hear the priest very quietly go "whoa." He knew exactly who it was and was shocked, as most of the world was, given he was Italian.
