That Shop Vac needed a top bearing added. They put a bearing on the lower part, but a brass ring on the top. It made that funny noise because the metal ring is worn out.

You let it get too hot, so it died. If you replaced the sleeve bushing with a bearing, it would still work today.
That the my grandfather use to have that type of shopvacs before.
