Cesaire: This was a pretty interesting retelling of the Little Red Riding Hood story. Also, Cesaire was a pretty cool villain.
The Harvester Queen: This sequel was...really underwhelming. The Harvester Queen was cool, though.
Fleshlumpeater: Although I prefer the animated version, the 2016 version is pretty cool too.
Frank Nitti: This movie is awesome. And while I prefer Al, Frank is a cool villain too.
Bane: While not as good as the other two, this movie was still a fun movie. And Bane was pretty cool, even though his death was stupid.
Stuntman Mike: This is easily one of Tarantino's most underrated movies. And Kurt Russell played a great villain.
The Enchantress: While I think she's decent, her lack of personality and stupid outfit made her much less interesting than she could have been.
Jigsaw: Cool.
Captain Frye: Wow. A Michael Bay movie that's actually worth a watch? As weird of a combination that Sean Connerry and Nicolas Cage make, it works surprisingly well. Also, cool villain.
Evelyn Morrison: Haven't seen the movie.
Bellatrix Lestrange: Although I prefer Voldemort, she's still a really cool villain.
Blackbeard: While On Stranger Tides was somewhat underwhelming, Blackbeard was awesome.

All of the villains in this one are great! I always thought Jigsaw was a really underrated villain, he was such a monster! The 'Potter' filmmakers did a great job with Bellatrix's death scene. I was at the midnight premiere of that one, and everyone cheered when Bellatrix went boom!
The evil giants' fate in the movie version of 'The BFG' is slightly more humane than the book version; In the book, they're still forced to only eat snozzcumbers, but rather than being on an island where they can at least have quiet and dignity, they're put on display in a zoo.
