When industries are required to pay substantial fees to the people when they take natural resources or put pollution, it will no longer be profitable to squander resources or despoil the environment. Our current system that perpetuates distortions caused by externalized costs makes harmful practices profitable. When we account for externalities, what is profitable will *also* be what is healthy for the community and larger environment.
We should share the fee proceeds among all the world's people. The money would reflect the value of air and water and other natural resources to the human economy. This (monetary representation of) natural wealth should be shared equally. This is how to end poverty without an unrealistic reliance on perpetual economic growth.
From a policy of charging fees to those who harm the environment in pursuit of profit, it is a short hop to charging fees when actual harm is caused to animals. We could raise the fees until random surveys show that most people think that the animal exploitation industry is not offensive to the conscience...that it does not do too much harm. This implies complete transparency (cameras, and public access to the video/audio feed). (We might expect that some practices will be offensive to most people, while other practices appear acceptable. There would be a graduated fee structure, depending on how restrictive or oppressive the conditions are that are imposed on the animals.)
Equal sharing of Natural Resources promotes Justice and Sustainability:
