In the past stars and most of a teams players were so unwilling to defend their players they literally had to go out and desperately hire a player thats were almost always well below the NHL skill level to specifically fight the battles of other unwilling people. You have no context for what a decrease in fighting even means. Enforcers were hired to fight. If they werent fighting teams had no reason to keep them around. So enforcers would go out on the ice and start fights over trivial things so it would appear as though they are contributing and thus worth keeping around. They barely exist these days because entire teams will throw down for the most trivial things. It's why there are more scrums and brawls these days after hard legal hits. Teams are no longer willing to let the other team take liberties with their players even if the hit was legal. Is that stupid? Yes. Does that mean the modern NHL is softer? Absolutely not. Also you cant just go insanely fast then ram him and they'll call you for charging so pretty much you have to stop your self to go slower.
