Now, his cousin-Archduke Franz Ferdinand would have been A more emperor because not only did he have A strong will but he also had A actual plan. BTW(...) It was Austria-Hungary who started ww1 because they wanted A war with Serbia so badly. And Empress Elisabeth was infatuated with FJ but that quicky wear off.
