How do you make the agreement between a percentage and a verb when there is not "of": e.g., 30% own property, but 46% live in rented housing. 30% owns property, but 46% lives in rented housing. Which is the correct one?

I have been told that "generate" in the above sentence is correct verb form because the word "each" occurs in apposition to the plural subject "United Airlines and Singapore Airlines". I have not understood this rule; can you help clarify it?
