Incorrect. He is from Fiji. There were two appointments, Colonel Naliva from Fiji (the guy in question) and Lieutenant Aruma (PNG) who you are mistaken by.

Charge Naliva in an internatinal court on human rights abuses. Our Fiji Constitution is a military constitution it is not civilian.
