D-26's incident report: "On October 25, 2023, at approximately 4:38 P.M., I was contacted by Lt. Kennedy with the West Memphis Police Department. He informed me officers were attempting to locate a black Ford Mustang after the occupants shot at a residence and left the scene. Shortly after, he advised that units located the Mustang on South Loop, and upon attempting to make a traffic stop, the vehicle fled and threw a firearm out of the window. I traveled east on the East Service Road to attempt to intercept the pursuit at the Service Road’s intersection with Martin Luther King Jr. Drive. As I approached the intersection, I observed the pursuit traveling north on MLK. I entered MLK, northbound, and began to try to catch up to the pursuit and observed it turn east onto Interstate 40 at the 280-mile marker. I entered Interstate 40 eastbound and continued to attempt to catch up to the Mustang as it traveled recklessly at high speeds through medium to heavy traffic. I caught up to the Mustang and became the primary unit at the 284-mile marker as it was still traveling at speeds over one hundred miles per hour and attempting to go around a West Memphis police vehicle which was trying to slow it from the front. As the pursuit entered the Hernando De Soto Bridge at the 284-mile marker, I successfully performed a Tactical Vehicle Intervention, causing the driver of the Mustang to lose control and strike the concrete barriers along the bridge. The Mustang became disabled, facing west in the inside lane, with the passenger side of the vehicle resting against the concrete barrier wall. As I turned around to assist with apprehending the suspects, I observed a male suspect exit the driver's door of the Mustang, run south towards the edge of the bridge, jump over the barrier, and fall to the ground. As I went to look over the barrier, West Memphis Officers took another male occupant of the Mustang into custody. It appeared apparent the male on the ground below had significant injury and an ambulance was called for him as West Memphis Officers went below the bridge to check on him and take him into custody. The male suspect who exited the driver's side and jumped over the barrier was identified as Michael Rae Lewis, 11/08/1989, with a last known residence in Ohio. The other male suspect was identified as David Lee Edwards, Jr., 03/25/1985, of West Memphis. West Memphis Fire Department recovered and transported Lewis to Regional One Medical Center with serious to critical injuries. West Memphis Police Department took custody of Edwards for questioning and charges in the criminal investigation. Their officers located an AR-style rifle on the side of the roadway and shell casings inside the vehicle, and they requested Clark Towing to tow the vehicle for the investigation. There was no insurance on the Mustang in the online verification system. A return on Lewis showed him to have an outstanding warrant out of Ohio for a parole violation and an ID card only. I will be seeking a warrant for the arrest of Lewis for fleeing and other traffic charges. West Memphis Police Department is handling possible further charges on Lewis for their criminal acts."
