Since the universe is expanding and the device taking pictures over a period of time, will the pictures need to have some offset or rescaling to make the good 3D representation?
No; the expansion of the Universe is extremely slow compared to the age of human civilization, let alone the length of a telescope survey. Of course, the Earth is moving around the sun and the sun around the center of the Milky Way, which will change the relative positions of nearby galactic sources on subsequent passes from SPHEREx, which might be relevant for the ices/planet formation science goal -- but I'm sure that would be easy to take into account.
