Bit late on this but you can't overwatch pistols into a unit that is in engagement range. Pistols have the same timing restriction as Big Guns Never Tire.
They can shoot overwatch if they are a vehicle or its pistol in combat. The target is determined at the beginning or the end of the charge. If the charge is in combat it has to be a vehicle or pistol

Your overwatch interpritation is wrong. It says you can shoot overwatch when an enemy starts or ENDS an advance fallback or CHARGE move.
We definitely had that wrong.
