A-44's incident report:
"On 7/18/2024 at approximately 1523 hours, I, Trooper A. Cass, observed a black 4-door car (V1) traveling above the posted 60
mph speed limit. V1 crossed multiple lanes of traffic on I-630 W at Mile Marker 8 towards the I-430 N Exit. V1 then increased
speed rapidly and passed several cars. As I moved behind V1 and caught up to them I obtained a radar reading of 77 mph. I
initiated a traffic stop as V1 took Exit 8B to I-430 N. We came to a stop on the East shoulder of I-430 N at Mile Marker 7. I
approached the vehicle, introduced myself, and gave the reason for the stop. S1 advised she was in a hurry to take her child to
the doctor and did not have her driver's license, registration, or Insurance with her. When asked for her name and date of birth,
S1 provided a name of Becca Smith and a date of birth of 02/24/2001. I returned to my unit to check this information and V1
accelerated away from the traffic stop.
I notified dispatch that I was in pursuit of V1. V1 took Exit 8 (Rodney Parham) and went East on Rodney Parham. V1 then
turned North on Breckenridge Rd. against the red light and continued to Pleasant Valley Rd., reaching speeds of 80 to 90 mph.
V1 failed to stop at multiple stop signs along Pleasant Valley Rd. V1 came out on Cantrell Rd. and took the I-430 S ramp. Once
on I-430 S, V1 accelerated to speeds above 100 mph. I was able to perform a successful TVI to end the pursuit. V1 struck a
guardrail on the East side of I-430 S and rolled into the median. S1 was ejected from the vehicle into the median. Medical aid
was immediately rendered and continued until M.E.M.S. arrived on-scene and transported S1 to U.A.M.S.
S1 was later identified as Divionna Bullock. After numerous tests Bullock was admitted to the hospital and will have a warrant
issued for her arrest upon release from the medical facility."

And lest anyone be tempted to feel even a molecule sympathy for this criminal who got herself TVI'd and ejected---re-watch from 7:07.
She flees at upwards of 100MPH in a 25MPH zone on a RESIDENTIAL street, while a normal dude is about to WALK HIS DOGS, and other productive people are going about their daily lives on the road or sidewalk.
My contempt is limitless!! | (But keep up the good work, NST!!)

EXACTLY! They had NO business running through a residential area like that. Plus, one of them walked up on her pointing a damn gun? WTF was that? Like someone who was just ejected at 100mph was going to suddenly jump up and attack? AND it was 3 in the afternoon. There was way too much traffic on the roads. I get it if it's 3 am, but that's a calloff. The one who yelled at the man who was obviously trying to help the girl was a rude asshole.
Yeah, why have sympathy for someone in distress? That would be too human.
If you're wondering what the REASON why Ms. Bullock ran from Trooper Cass, maybe the following list of separate charges (within the last three years) might give you an indication:
- domestic battery - 3rd degree
- driving on suspended license
- driving vehicle without tags
- failure to appear on class a misdemeanor
- failure to appear on unclassified misdemeanor (FTA)
- failure to appear on violation (FTA) (2x)
- failure to stop at red light (2x)
- no liability insurance (2x)
- speeding
- theft of property

It also amazes us how I've seen two videos where it was a cop that they pulled over that did the same thing and he was treated different

First off good job Trooper Cass. Secondly that was a nice Lexus sedan it’s not anymore. Looks like the FAFO you don’t run from Arkansas state police and expect it to go well for you. This lady is very lucky to be alive. Before a judge even thinks about bail and handing out a sentence he should watch this video of her running from the state police. She should at the very least get 5 years in prison with no parole just for this.
I've never understood why prosecutors don't show this as evidence, maybe then the judges wouldn't grant bail!

I have always been amazed at how people want to inject themselves into a volatile situation when there are multiple officers on scene. As for the driver of the sedan, she was the only one that made a decision to run. Great job to Troopers Cass and Goins. Amazing job protecting and serving the citizens of Arkansas.

I don’t know, but Arkansas really must have something in their water for so many of these morons to run from the Troopers and also, WTH was grandpa doing running across the interstate like he was Batman, somebody go get your gramps and have him checked out because that was a really stupid thing to do
People like this are their own worst enemy.
Several things going on here:
1- Laws must be enforced (or passed and enforced) by willing judges and prosecutors to tow vehicles for mandatory 5 days on illegally tinted vehicle windows, driving with suspended licenses or no driver's license on file
2- fleeing from police needs mandatory 5 days in custody before being seen by a judge and any bond must cash not surety
3- these troopers show compassion when possible and we must remember they face dangerous people each day
4- This is not about politics but we must hold each local elected official to enforce laws on criminals
At election time, each community needs to remind the public of what either the incumbent did or what the new runner is promising and hold them up to it during their time
We have to stop this as a voting public.

Flying at over 100 mph without a seat belt is just foolish.
The officer drove well, but the PIT was reckless. Sending a vehicle toward oncoming highway is a terrible decision.
