You know how whenever antiheroes are popular for some period of time, the period immediately following that is full of media that eschews antiheroes and has protagonists that are unquestionably, dogmatically righteous and good? Although a comparison could be made with Walt himself. Whatever personal flaws Walt may have had, he was undeniably a good businessman. So is Jack. His baked goods empire is clearly thriving. I think Jack's whole arc is meant to portray Disney from beginning to modern day.
Modern Disney is obsessed with progressive ideas like forced diversity in their movies and shows. This is apparent in the Baker's Dozen. Look at them. They're very ethnically diverse and many of them have the typical dyed hair of 'rebellious' progressives. They're loyal to Jack (Disney) to the bitter end, even as he carelessly sacrifices them. Where does their loyalty come from? Money? That can't be it. Can't spend money if you're dead. The only explanation is that it's meant to express the blind brand loyalty to Disney that its fans have. They follow him to their doom and fight to the death to protect someone who doesn't care about them at all.
Even when there's only a single Baker's Dozen left at the final wishing star confrontation and she's about to die... she calls out to Jack for help. Unsurprisingly, he doesn't help her and she dies. Yet she still expected him to for some reason. Her blind faith is heartbreaking in its foolishness.

Its because he is confident, has great theme and is for the most part competent. I mean come on, calling his group of fighting cooks Bakers Dozen simply slaps.
Also from what I understood, he is reasonable boss in his day to day business as long as you do not go out of your way to piss him off. You do good job for him and he will keep his part of the deal. No silly betrayals or punishments just for sake of evilness. He does not care about wellbeing of others, but does not go out of his way to make people around him misserable if they do not get in the way of his goal.
Also when he is faced with challenges, he does overcome them and do so often in hilarious way, unlike some other villians who are all talk but fails at every corner when they have to step up.

Honestly, I wasn’t expecting Jack to be a big character based on the trailer, but he actually became my favorite villain in the Shrek universe in just one viewing plus the little redemption arc for Goldilocks and the three Bears crime family was pretty nice

Yes, I love how casual he is about everything despite his over-the-top cruelty, like how he just says "that was weird" after Baby Bear pushed him or how he genuinely asks if Perrito was having a hernia.

I really love how the writers tried to emphasise the fact that he had many chances to redeem himself by letting his underlings constantly reaching out to him for help=)))) They said their line in a monotone which makes it so damn hilarious, so on the nose but very witty and clever too:))))
