Pampas grass burns regularly in it's native areas without any way for the "center" to stay cool and does just fine. By not allowing the center thatch to burn you'll effectively choke the grass under thicker and thicker layers of thatch. Let the whole thing burn without spraying it with water to "keep the center cool". If you must, absolutely must, spray water on it. Do so only when there is risk of fire spreading away and into other areas not intended to be burned. Otherwise, it will self extinguish in about five minutes after all the leaves and thatch are burned.
Warning, unless you want this to pampas grass to invade your entire property, this plant will seed itself all over and takeover over. Very hard to get rid of once it starts seeding, it is a nightmare. Just saying.
