I-130 is a relative petition (this proves the parent child relationship), I-485 is the Adjustment of status (Green Card) application. You cannot file an I-485 without the I-130 because USCIS has to approve the relationship before they can approve a green card application based on that relationship.

Typically, If they left the US, then they are subject to different rules. They will need to either stay outside the US for 10 years or qualify for a waiver. the process can start but they will not be able to get a visa unless they have been outside the US for 10 years or qualify for a waiver and have a waiver approved.
If you are 100% sure that you are aware of what forms to use, what documentary evidence to provide, and even prepared to go through the interview and the immigration process on your own, then that's okay. If you gave up your residency by filing form I-407 there is no way to get it back unless there was duress. However, if you have immediate relatives that can file for you, they can still file a new petition for you.
Hi Lilly, I am a 21 years old US citizen living in Ohio State. I want to sponsor my parents through I-130. But parents live abroad, 15 years ago returned to their country, my father was overstayed and my mother was an asylum seeker but got denied and return home with my father, will it be a problem ? Do you still have to file both l-130 and l-485? I thought you have to only file l-485 if parent has not overstayed

Can you do this if you have a green card?
You must be a US Citizen to file for parents. You will not be able to file for them until you become a US citizen.
