I'm gonna guess the 99 star thing and the "this is the last star" thing would be used for a game mode where everyone has to get 99 stars, and then once the last one gets 99 stars the game ends, showing who got 99 stars first, second, third and last, Also, using chance time to take someone else's stars that already got 99 stars would put you in the next position, like, if you are on last place, if you chance time'd against someone else, you'd be on the "third position", this mode could be easily scrapped due to how slow it'd get.

I think that the numbers on the blocks are supposed to like represent weight values and that's why you can pick up the 0.5 but you can't pick up the 25
