No he was about 21. He was born in 1973. Illmatic came out in 1994. He possibly shot the video in 93 so theoretically he could have been 20. But definitely not 17.

I can vouch for what critic's and fans both say about Nas.
What I mean is that I witnessed from growing up back in 94 when he came out ,
he basically switched the whole game up and in my opinion is mostly responsible
for the modern rap style .
