He was a threat to the Sate and Federal government in a way a ganster or bootlegger virtually never has been before or since.

All of these criminals were sociopaths who's super power was their faith that no matter what they did, nothing bad was going to happen. Inconveniences perhaps, but if careful they will escape any stark consequences. In a few cases, they were mostly right (Luciano, for example), but eventually either the law caught up to them, or their criminal rivals.
