Say what you will about PD3's changes, but civ control is definitely a vast improvement. Being able to drag them around yourself instead of relying on their jank pathfinding, and having infinite cable ties rather than six at most (ignoring the ties you can get from ammo drops), definitely makes things a lot easier. In Payday 2 this would be a nightmare scenario, especially if you don't have Stockholm Syndrome basic.
