The CIA compiled a top secret dossier on otters. I'm a marine biologist who has worked with sea otters for over a decade, so in this video, I read, react, and fact check the CIA’s "A Dossier on Lutra (The Otter).”

The dossier doesn’t say why the CIA was interested in otters and unfortunately, we’ll probably never know. This top secret otter dossier was part of the CIA’s MKUltra Project. Which was an unlawful human experimentation program. In 1973, CIA Director Richard Helms ordered the destruction of all MKUltra files. A cache of 20,000 documents relating to MKUltra somehow survived and was uncovered by Freedom of Information Act requests. Including this dossier.

Many of the facts in the CIA dossier on otters are absolutely true. “Lutra, the otter, is a compact, powerful, intelligent animal capable of negotiating land, water, and obstacles with great facility. Can open zipper… carry stones and marbles, hold slippery objects… enters and leaves boat easily.” This is all true. Otters have extremely dexterous paws and this allows them to get into all sorts of trouble.
Some of the otter facts in this dossier are laughably false. "All otters are automatically housebroken." I honestly cannot believe that is something that someone actually wrote down. “Young animals can be bottle fed with the same formula used for human babies.” Um, as someone who has raised sea otter pups, I can tell you that this is a bad idea. No wonder there is a whole section about how to control a baby otter’s diarrhea. The formula we typically give to baby sea otters is a mixture of blended clams and Esbilac. Esbilac is a puppy formula designed for newborn puppies who were abandoned or rejected. It’s a colostrum milk that gives extra nutrition and temporary immunity against some diseases. It also has prebiotics and probiotics for puppies that require a source of highly digestible nutrients.

My guess: someone at the CIA really wanted an otter pet and invented this program as an excuse 😂
The wildest part... all of it! Apparently, they didn't speak to an actual marine biologists!
It was before Google dear scientists.
I like to think on this dossier every now and then. Some old grizzled agent, sworn to secrecy, long since retired early on in the project and in their rocking chair in the mountains... Missing three fingers and time has healed the mauling.

I totally agree. Additionally, CIA was torturing people for the same project (MKUltra). Ethical treatment towards anyone wasn't exactly high on their list of priorities it seems.

The cost for feeding is most likely because of the time this "research" was conducted and it didn't say daily/weekly and lets be honest, $150.00 in the 60s and 70s would be a massive haul of groceries for a human but to the government with your tax dollars, that wouldn't even register as pocket money. After reading your link, the things that stood out to me was the part about transport "Once Animal has enjoyed freedom equal of dog it is difficult to keep caged" Well.. DUH! and the diagram of the Maxwell harness for a leash 😳 The worst part about this is they had researchers who took the money and went along with it😠Trusting "the science" also requires us knowing who funded the research, especially with marine biology.

After watching KP's awesome videos for a while now, I just learned here that sea otters and river otters are different species. Now that I know it, I'm like, Of course! But I just haven't thought about it before. Thank you, KP, for always teaching me something new.

So the cia and the military have used animals for years , alot of the uses are minesweeping , underwater security , and anti diver warfare .
A sea otter is a very intelligence and tool capable creature , more then likely they wanted an infiltrator or a saboteur .

I've looked through the MK Ultra subprojects paperwork a little but and don't remember anything on otters (certainly remember the programs establishing CHILD SUMMMER CAMPS 😳). It's odd that this would be involved since MK Ultra, which stemmed from Bluebird established at Camp King in Germany with the assistance of the former Nazis of the Gehlen Organization under Nazi General Reinhard Gehlen was largely based on interrogation, information collection, "mind control", information protection, memory blockage through things like acetylcholine infusion amd other mental related things.
I am guessing it is far more nefarious than this dossier lets on. Because the file was released alongside a document detailing how they tried to use brain surgery to create remote control dogs.

5:54 About the price of sea otters in 1973 ( probably early) $75~$150 is $500 to $1,000 now if the report was written before 73 it is more. Is that low? (I don't know, never priced a sea otter) I think they are comparing to other animals they are considering training, possibly dolphins?

6:00 $75 - $250 1970s dollars are adjusted for inflation about $600 - $2000 in today's US dollars per day or $219k - $730k p.a. subtracting the 40k you've given from that still leaves a lot of money left over for the rest of the care.
It doesn't specify whether it was a daily, weekly, monthly, or yearly cost. It does say the cost was "moderate," however, and otters today are considered expensive animals. Mostly though, I was just using the detail as an excuse to talk about diets of otters and what can go into providing care for them.
@@KPassionateThen I misunderstood that the cost was not the main point and the per day I just assumed because of the size of the numbers.😀But because you started with "that seems a little low" and then you gave the 40k p.a. number and that (adjusted for inflation) is only about $15 (in 1970)... and then I was confused why the CIA number "seems low" 🙂

I don't doubt them trying to train them Russia has dolphins they have trained. They defend Navy Bases.
The US Navy also has a marine mammal program! I did a video on it a few months back and interviewed a former Navy dolphin trainer.

Hello KP. As always, your reports are very interesting. I think the otter is so exciting that the CIA dedicated a report to it. It's a bit crazy, yes, it kind of indicates that an otter can be domesticated! You more than anyone know that this is neither simple nor cheap.🤭🦦😍
