No. Even with the main character buff and plot armor he got in season 2, i dont think he will come anything near Ou Ki. At most he will just be another Duke Hyou since his leadership style + warfighting capabilities are just like his Duke Hyou.
Surpassing the Monstrous Bird of Qin is no small feat even for the new generation of the 6 Great Generals. And honestly, I do not believe Shin will reach the likes of Ouki's acumen, not when he still heavily relies on Ten to draw up their battle strategies, however, I believe the Hi Shin Unit will far surpass Ouki's army simply due to their undying love and loyalty for Shin, as we've seen throughout the manga and that in itself is a feat worthy of the title Great General of the Heavens! Spoiler! . . . It's too bad we won't really get the chance to see Riboku vs Shin confrontation because of how events in ancient Chinese history play out :/

Honestly, i think no since their battle strategy is different, but we can see how strong duke gong actually is. So probably he's better or maybe worst

That's the most likely scenario due to his instinctive style. Strength-wise he might get there, but the genius mind of Ouki will be hard to catch
