As macabre as this scenario is, it would have been useful in Legends if the Galactic Federation of Free Alliances knew of Protocol 23 if it existed in Legends. This likely would have been helpful while the Yuuzhan Vong were still terraforming Coruscant.
I really like your videos and appreciate the detail and amount you put out! Just saying though, Kamikoto Knives was a bit of a letdown. They're from the same folk as Established Titles, unless they have changed a lot of their practices and have stopped using inferior materials to make their products, buyer beware

protocol 23 is just out right worthy of a trip to the afterlife full of pain and torment the likes of even sidious cant even fathom. the sick thing is is that i highly doubt this is the most descipable plan he made but this certainly is the worst so far.
I feel like the bombs would have been disabled by Mas Amedda after signing the treaty with the new republic, in Aftermath Mas was not really that pro-imp. But if in Star Wars a death is not on screen (or is) they could still be alive.
This doesn't make too much sense. He himself once said "I don't want to rule a Galaxy of dead people." So it's unusual that he would just order genocide with no hesitation.

What concerns me is won’t destroying Coruscant, even a sector of it, creates a Wound in the Force? Or aka “Disturbance in the Force.” Far greater than any Wounds ever exist.
A Wound in the Force is when too many living things die all at once, it cause a damage to the Force and Force ‘dead zone’.
Even when time of destruction is long over, the feelings of dread lingers. Force-Sensitive beings, especially Jedi or Light Siders, can feel the ‘Echoes’; memories and pain of those died in their final moments but multiply. If life do renew in a Wound, it could even corrupt wildlife, animals and plants, into become monstrous and hostile. Even non-Force sensitive beings could feel the coldness and dread of the mass death and destruction took place.
This is just my speculation. The real benefit for Palpatine/Sidious is could fuel and enhance his Dark Side power. Turning Coruscant into a Dark Side Nexus like Malachor V but thousands of times greater.

Protocol 23 seem disastrous for the simple fact it's a resource denying order for the capital of the galaxy, at least with order 66, and 37 the orders were designed to kill Jedi, the only reason Palpatine would have 27 though is to decimate his own capital enough that a rival could get nothing from it.

Bro they wouldn’t have been able to counter this because it was a contingency plan in case of invasion and the citizens would have been evacuated but the whole alliance would have probably collapsed. Because the only way they would have a chance to attack corusante was to completely beat the empire with raw power and conquer the empire to the point they would have to use the capital planet as a last stand. Think about every foot soldier the rebels had would probably be on that last battle and then the bombs would have went off and killed millions along with the civilians who probably would not have been evacuated and some storm troopers to make the bait impossible to avoid. It’s simple to think that he was ready to dispatch the civilians but a darker perspective was that he already had a plan in case he lost the war against the rebels order 37.
