I got the 1 cycle Rhino, saved a huge time thanks to it, then lost literally all the time I saved by that in the first Beetle mission.
Just pretend the splits swapped with each other, in a way that I didn't get 1 cycle Rhino but also didn't screw up against Beetle.
Sum of best is 38:34, meaning that it's possible to get sub 40 without 1 cycle.

Hello, do you know what is required to unlock the black suit? I have: 190/190 tokens, 40/60 races, 36/36 tours, and 90/100 city events

Complete 100/100 city events and beat the remaining races, except for the last Johnny race which is not required.
